Can I enroll in an ACA Marketplace plan over the phone?

Yes — you can enroll in a 2027 Marketplace plan entirely over the phone, and the quickest way to get personal help doing it is to call a licensed insurance agent, such as United Enrollment Services at 1-866-401-4116, who can compare plans with you and complete the enrollment at no extra cost to you. HealthCare.gov's glossary says "You won't pay anything additional if you enroll with an agent or broker," and you can still get a premium tax credit as long as the agent enrolls you through the Health Insurance Marketplace. Before an agent submits anything, CMS requires them to document your consent to their help and to document that you reviewed and confirmed your application information, so expect to be walked through your details and asked to agree. You can also enroll by phone directly with the HealthCare.gov call center at 1-800-318-2596 (TTY 1-855-889-4325); for phone enrollment the Marketplace says, "We can help you fill out an application, review your choices, and enroll." If your state runs its own exchange, call that exchange instead. In HealthCare.gov states, enroll by December 15, 2026 for coverage starting January 1, 2027. For help choosing or enrolling in a plan, call United Enrollment Services, a licensed insurance agency, at 1-866-401-4116.

What it means

  • You do not need a computer or an online account to enroll; one phone call can take you from application to a chosen plan.
  • A licensed agent on the phone can explain the differences between plans and complete the enrollment for you, paid by the insurer rather than by you.
  • Consent is required: an agent must document that you agreed to their help and that you reviewed your application before it is submitted.
  • Coverage starts only after you enroll and pay your first premium.

Action steps

  1. Before you call, have each applicant's Social Security number (or immigration document information), your home address, and your best estimate of 2027 household income ready.
  2. Ask the agent which insurance companies they can sell in your area and confirm they are enrolling you through the Marketplace.
  3. Before you agree to enroll, hear the plan's monthly premium after your tax credit, its deductible, and its out-of-pocket maximum.
  4. Write down the plan name and your Marketplace application ID, and pay your first premium by the insurer's deadline.

Risks & deadlines

  • December 15, 2026 is the last day to enroll in or change plans for coverage starting January 1, 2027 in HealthCare.gov states; Open Enrollment ends January 15, 2027, and enrollments from December 16 through January 15 start February 1.
  • Only enroll with someone you chose to contact, never agree to an enrollment you do not understand, and report any enrollment made without your permission right away.
